I would recommend that mother visit a dermatologist, and probably begin a
routine treatment to her nipples, likely a steroid
preparation.
There may be some holistic treatments if mom would rather visit a
naturopath, e.g.
She has probably looked into this, but she may want to start investigating
or just eliminating likely local irritants, e.g.
what she is washing her clothes with. perhaps washing the clothes that touch
her nipples with a mild castille soap and
rinse 2x.
She could also investigate systemic allergens that give her flare-ups, e.g.
dairy products or other. She might try to go on
a whole foods regimen.
