In the latest issue of Amningsnytt, the organ of the Swedish mother-to-mother BF organization AmningshjÀlpen and the only paper publication about BF in Scandinavia, there is an article about infant feeding in emergencies in which Karleen Gribble is amongst those quoted.  There are pictures from a breastfeeding tent in Haiti which seems to be part of a UNICEF effort there, though it is a little unclear from the text in the article. Save the Children state that their breastfeeding tents are places where women can come to get support and counseling about breastfeeding, apart from simply being safe places where they can sit and feed their babies.
Both Save the Chidlren and UNICEF have pretty decent track records when it comes to supporting and protecting breastfeeding.  I'm less familiar with other organizations working with disaster relief so can't say about them.
