Yes, various hospitals are doing this in California - I hope some will reply to your request.

I've been able to hear their discussions and found that in some cases, once the maternity unit started doing it, the REST of the hospital found it worked well for them, too.  Now, hospitals have VERY SICK patients - few patients are "recovering" - they do THAT at home!  Most patients need as much rest as possible.  

However, as anyone who has been in the hospital lately knows, the interruptions were usually not the visitors - but the staff. 

The "quiet time" concept also required cooperation (and increased efficiency) among the staff, who coordinate with each other to perform vitals, medication delivery, etc.  For example ONE nurse does both mother and baby, usually followed by Dietary so that moms have one interruption instead of three.

The very use of "specialists" (one who delivers meds, one who draws blood, one who checks vitals, one who reviews breastfeeding) has made it very confusing and stressful for patients (who do I ask ...?) and increases the number of entries into the room - all which reduce "quiet time" for mom and baby to get to know each other.  

I really believe hospital staff need to promote and protect "attachment" (not latch...that follows attachment).  "Quiet time" or "naptime" or "golden hour" or whatever it is called - is an essential part of this.  If you "google" "quiet time" and "hospital" you'll find plenty of articles on it.
