I'm a member of the Philly swim club with the bizarre breastfeeding rules and have also spoken with the board.   My impression is that somebody complained and they didn't really think about what they were doing, so I don't believe that they intentionally tried to offend anyone.  I do think that the rule has to be changed and I have offered to help make that happen.
