A company that does not abide by the Code in all jurisdictions in which it does business, INCLUDING PLACES WHERE CODE COMPLIANCE IS NOT MANDATED BY LAW, does not abide by the code.  It doesn't matter how many countries it abides by the Code in; as long as there is a single country where the company violates the Code, it is not Code-compliant.

Code violators have used this line of argument in the past.  Don't fall for it.  It's like being faithful to your partner, but making an exception for *one* person it is somehow OK to cheat on your partner with.  Are you still faithful?
