This is a major problem.
In order to save money, many WIC agencies specify that even their
Breastfeeding Coordinators need to hold another qualification, such as
that of a dietician, so that she can do additional WIC work. The IBCLC
qualification is often optional :(

This is extremely short-sighted. It makes sense economically to help
more mothers on WIC  to breastfeed. Unfortunately, the way the system
works, the more formula that is used, the more "points" the agency
gets for commercial weaning foods.
