WIC at the federal level would love to do that. IN GENERAL, and I quote a
high-level WIC official, "Breastfeeding is a corporate priority in WIC."
There are many committed, sharp, and knowledgeable people at high levels
within WIC.
However, not every state WIC agency is equally enthusiastic or committed to
breastfeeding. State WIC agencies are jointly funded by federal and state
funds.
And: not every local WIC agency or clinic follows their state guidelines,
policies, or attitudes.
And: there are not enough IBCLCs to fill all the BF-coordinator slots at
WIC.
And: coordination and cooperation between WIC and local hospitals and health
care providers is not universally smooth.
As with any large program, there are some enormously successful "bright
spots" and other spots where "things could be better." In any large
program, one cannot "paint the entire scene with the same brush."
