Can I ask why the mother is supplementing ? Now he is feeding well, 
the weight loss is going to be reversed, surely? An earlier weight 
check plus teaching the mum about monitoring of urine and stools 
would be sensible as well.

The reason I ask is that the expressing and cup feeding is 
time-consuming and may interfere with the necessary 'keep mum and 
baby together' regime that would support the frequent feeding needed 
for this (and every) baby at this time.
