The mother does not have to be allergic to cow milk for the baby to be
sensitive to it. Although I believe (and I don't have empirical data to support
this) that it is more common for babies to show a reaction to cow's milk
protein if the mother is allergic to cow's milk herself or has other food borne
allergies.
Personally, I am allergic to cow's milk, egg whites and cashews. My daughter
showed no signs of food allergies, but my son did. He had severe "colic" if I
had the smallest amount of cow's milk--including butter. He would also react
to soy, but tolerated rice milk. He also had reactions to apples and similar
fruits. By elminating these items from my diet and delaying his exposure (dairy
he didn't taste till he 18 months and the fruits until he was 12 months) he was
able to "grow" out of the sensitivities and now shows no signs of any allergy.
