I take it you mean these babies have fed normally and appropriately,
yet the LC is telling them to supplement?  This is unprofessional and
unsupportive of you, the taskforce and the mothers and babies.

Why would these mothers spend money on an LC if they have seen how
unsupportive and ill-informed an LC can be?

The only way I have observed that inappropriate supplementing will be
reduce is if it is made a professional practice issue - the HCP who
suggests it or permits it is required to take responsibility for it,
and to explain to her manager the next day why it was done.  If it is
the mother's choice, then she has to document in the notes, and
signed by the mother,  that she has explained to the mother the
potential impact on her breastfeeding and on her infant's health.
