Oh, Jeanette, how sad.
To me, it's a matter of thanking the foster mom for filling in in all the myriad ways she can and does for the baby's bio-mom. . . and then grieve together that the bio-mom was in a situation such that she couldn't provide all the kinds of nurturing that she wanted to provide.
