I've been working on a report about Baby Friendly and there are over 6000 Baby Friendly hospitals in China.  Maybe there's a BabyFriendly-China.org where you could find kindred spirits to point you in the right direction?

Also the ILCA site lists two IBCLCs in Hong Kong and one in Shanghai.

Maybe there is someone there now, but when I was in China, I tried to find anyone 
in the breastfeeding community. I was there for a month and traveled a lot and the 
only person I found was an LLLL in Hong Kong, but I wasn't in Hong Kong long enough.
You might be able to set up a tour directly with a hospital. I was able to tour a
traditional hospital in Hangzhou when I was there last time.
