No, Liz - it's not the same benefits, non-IBCLCs were disenfranchised [and there's no questioning of ILCA's

I must have been living on another planet to miss all of these as I do tend to keep in touch
and these were not all mentioned as notifications to members when I have raised this with ILCA.
If you look at

you will see that it does not mention categories and voting rights. It is not clear at all.
There are errors, or unclear issues I have now found, but I'll send those direct to ILCA and
not discuss here.

'Primary market for advocacy' - that's an interesting phrase that I don't understand,
but presumably it means you're in the market for IBCLC members.
ILCA's "mission is to advance the profession of lactation consulting " -
therefore it's not in ILCA's interest to allow non-IBCLCs to have a vote and that is
ILCA's decision to make.
