What were the first days like for this baby? How did he feed? It is unusual
for a baby with tongue tie to have no interest in the breast, unless he had
lots of frustration there.  
Does he suck well e.g. on a finger or is the suck also weak?

He may need a few good experiences of getting reward for his effort before
he will trust the breast again. Fingerfeeding may be an option to achieve that.
It will support returning to the breast and will also establish whether he
can transfer milk when he sucks.
Skin-to-skin and encouraging self attachment certainly to be encouraged.
