Dear Nikki,
I'd like to share an experience that might support the breastfeeding-as-behavior-change tool for the mother. (And it certainly played a role in "best chance at survival" for the baby.)
Several years ago I was part of a group that visited a Baby Friendly hospital in a very poor neighborhood of Mexico City. Not only had the hospital increased its breastfeeding initiation rate, but it was actively promoting kangaroo care for premies.
In talking with hospital personnel we asked if they had seen any changes among the local population since the new practices had been put in place. They said oh yes, after discharge a mother was now much less likely to get rid of her newborn by dropping it in the trash on her way home.

I feel that it is asking too much of breastfeeding to have an lasting impact
on human behavior. Breastfeeding does give a person the best chance at
survival.
