I suspect it doesn't have anything to do with number or letter requirement.  An individual in charge can deny one simply if they feel it doesn't meet "moral" standards.  If that person is appalled by the use of "breast" in any form, they may deny it on the "morals" basis.  My duaghter, who at the time was very into the Renaissance Faire applied for "renfair"-without the e at the end since there was a length limit of 7 letters.  It was already taken, so she tried "faire" and it was denied as "inappropriate" - the "morals police" apparantly thought it was promoting or ridiculing gays (fairy).
