Hi Julie,

This sounds to me like a classic posterior tongue tie.  The labial frenulum
can also be causing problems if it is too tight and thick and not allowing
the upper lip to stay flanged out.  

A posterior tongue tie is one of those really irritating things because most
docs (at least in my area) don't want to clip because there isn't much there
to clip.  Sometimes the frenulum is what is called submucosal - it is
imbedded in the floor of the tongue.  Those are a real challenge to clip but
can be done by someone who has a clue. 

Cathy Genna is the best to talk to about this - in fact I highly recommend
her book - I have it and LOVE it!  Easy to read, extremely informative and
just really good!  I highly recommend it to everyone.

Good luck to this mom...she is in a frustrating situation to be sure...
