This is thinking outside the box quite a bit but..
What if you looked at the average stay for an artificially fed baby and for
a breastfed baby? Figure out the reduction in the time in the hospital and
associated cost. Then pay the mother maybe 10% of the difference giving her
a portion of it as a stipend weekly as long as she brought in her milk. It
would be kind of like a rebate program and could really help the mothers who
would like to provide milk but feel they cannot afford time off or equipment
for pumping.
