My take  is that the risk based message was
aimed at mothers - implying that mothers  were either uneducated or unwilling
to do the right thing by their  babies.  

Dear Friends:
    The messages from the original ad campaign evolved  out of focus groups 
discussions. People in the focus groups had no clue that  formula is not good 
for babies. Two of the original posters featured  an insulin bottle with a teat 
on it, and an inhaler with a teat on it. The  poster with the insulin bottle 
on it says that 40% of all diabetes is linked to  formula.  (Check the Lactnet 
Archives where I posted the URL for the "HHS  toned down breast-feeding 
ads".......or google that topic to get a link to the  article. From the article one 
can get a link to the posters. I also  have made .ppt slides of them that I 
will give to anyone who emails me  privately.)
 
Every audience of healthcare professionals that I have ever worked with is  
stunned at learning two things:
    1) Epidural analgesia gets to the baby
    2) Formula is the first step to obesity and  diabetes.
   
In the US, I can't fault any mother for choosing formula. While the  
healthcare system SAYS "breastfeed", it USES formula first in any case of  medical 
need to supplement a term, healthy newborn. The people in the white  coats are 
handing out the free samples. What's a layperson to do?
