Exactly. I am This is why our WIC office has signs posted that say:  

"It is YOUR responsibility to feed your baby. If you choose to formula feed,
you will have to come up with about $700 of your own money in addition to
WIC coupons."

And

"WIC cannot provide all your baby's formula needs. Expect to run out of
vouchers before the end of the month. PLAN to buy your own formula. If you
have a food emergency, you will need to visit the food bank."

This after being heartbroken and frankly exasperated by the numbers of women
who call our WIC office at the end of the month, who expect to be given more
formula because they "have nothing to give the baby." I explain that we are
not a formula distribution center, and they have received the maximum
allowable number of vouchers.

We do get a pretty good number of mothers who choose to relactate after
trying formula, but usually only the ones who notice how miserable formula
makes their babies, and not the ones who just cannot afford it.
