Hi Rachel
Would it help for your friend to contact the US Embassy in
Nairobi? If so, they have contact details (Nairobi phone numbers and
email addresses) on their website at
http://nairobi.usembassy.gov/service.html I see that the Consular
Section address is at Village Market in Nairobi, a nice little
shopping centre I remember well from visiting my sister who lives nearby.
Best wishes to your friend and the two children.
Pamela Morrison (who grew up in Kenya, and misses it still ...)

Subject: Tottally off topic - anyone have U.S Federal Gov contact/connection?
I apologize for being completely off topic but I am in urgent need of
a contact/connection with in the U.S federal Gov. to help a friend of
mine living in Kenya while adopting two children. I need to contact
someone tomorrow (Thurs.) to help keep this family together.
Thank you and again I apologize but figured I'd have a better chance
of helping this family through the couple thousands on LACTNET.
