I am confused.
800 ml/day is within the normal range for 24 hour intake for a baby his age.
His growth follows the 75%tile. There is no problem here other than his
silent reflux and his being formula fed. But his total daily intake and
growth are fine.
Formula takes longer to digest than breastmilk, and bottle milk flow, if not
paced, is consistently fast throughout the feed, so artificially fed babies
often take larger amounts (150 to 250  or even more per feed), take awhile
to digest it all, then wake up hugely hungry and gorge again, so
consequently often only feed 4 times a day.  Breastmilk of course is quickly
digested so most breastfed babies tend to drink frequently in variable
amounts of approximately 75 to 125 ml per feed, 7 to 10 times a day,
although I've even on rare occasions seen babies whose mothers
rapidly made la lot of creamy milk only feed 4 times a day, perfectly
contented and growing fine. 
For this particular baby, the large infrequent feeds may be responsible for
the "silent reflux" but the total daily volume and his growth are right on
target.
