I remember years ago on reading on Lactnet that thrush is usually dx by the yeast treatments working - so if repeated yeast treatment show no change there is a good chance it isn't thrush. This list of possibilities can be very long - with the water filled sacs it sounds almost like a bacterial infection (which yeast can weaken the skin integrity and make bacteria find a foot hold) or a reaction to all the nystatin cream. If they won't prescribe antibiotics she should try to see a dermatologist - as I said the list is long and she should be seen by someone who knows skin.
