What do you think the impact of better information up front would be?  There
are guidelines/rules for participation in the WIC program.  In order to
participate in the supplemental formula program, you will receive XXX
benefit and there will be YYY cost.

What if women who breastfeed get something *really* good?  I don't mean an
extra jar of peanut butter, either.  When I worked at WIC, it always bugged
me that the cost of providing formula was *so* much greater than the cost of
extra food for a woman who was breastfeeding.  Since women are always
comparing, maybe there should be progressively better rewards if you
breastfeed. Not a special tea, not a special bag, something really good,
something desireable and much closer in actual cost to the amount of savings
we realize when women breastfeed.

There are so many cultural influences in the WIC population.  So many people
don't really get it that it's a supplemental nutrition program, not intended
to provide all your needs and wants.
