Yes, that is absolutely correct. If infant formula is needed it should be
purchased locally.
I can't overemphasise how important it is to have someone who is
appropriately trained to be in charge of distribution of infant formula. If
they don't have anyone who meets this discription then they shouldn't
provide any. To do otherwise will harm more babies than infant formula could
help.
The other issue is continuity of any supply. This is a short term mission
trip? What will happen when they leave? If they cannot provide all the
formula that a baby will need then they also should nto distribute any (and
leaving behind 6 months worth is not a good idea at all). If they care about
babies they need to have someone on the trip who will help women build milk
supply. Look after the mums and you look after the babies. Check out this
account of one org that did just that (I'm not so keen on the idea ofthe
buffalos but they have certainly done a good job with the case described)

"However, they do have formula in DR, and it is in Spanish, their language.
So my other suggestion to the group was to collect donations of $ and
PURCHASE the formula there for need, rather than take US English labeled
formula...and then I asked them to not just hand it out, especially to
pregant women, and to make certain that they mother received instructions on
how to use it ( the literacy rate is high there, but cannot always be
assumed)."
