Unfortunately this UK brochure doesn't come in Hmong (so it doesn't help 
with your immediate request), but California has such a varied immigrant 
population, it might be useful to know about:

It's available online in English, Arabic, Chinese, Bengali, Chinese, 
French, Gujarati, Kurdish, Punjabi, Somali, Turkish and Urdu.

The beautiful latching and positioning pictures might even be useful 
across a language barrier.  The English text is simple, and if the 
mother is getting along day-to-day, there's probably someone in her 
immediate circle with enough fluency to translate.
