There is the confounding factor of self-selection. Of the low income
population, perhaps those who WANT to formula-feed are more likely to sign
up for WIC to obtain free formula, while those who plan to breastfeed may be
less motivated to do so.
I do believe that this was mentioned in the most recent study on the topic.
