Massachusetts has a great handout on management guidelines called "the
best start" - there are two versions, one from birth to 48 hours, the
other from 48 hours to 2 weeks.

It's 6 pages but the first page has a handy list of red flags to watch
for. The list of "core Support" items basically reads like a referral
reason list, including things like "continued rooting after feeding",
"use of non-breastmilk fluids or pacifiers" and "no visible or audible
swallowing".
