This is happening here in the UK, too.

Our legislators are being lobbied by specialists paid for by the 
formula companies.

The lobbyists' briefing - issued  at a time when new regulations for 
marketing are under discussion - tells Members of Parliament, quite 
erroneously, that the formula industry is prevented by law from 
disseminating information on safe formula feeding .

This is of course utterly untrue.
