For any moms that hospital staff thinks need a pump upon discharge, I 
would suggest you follow up on all clients and see what happens. Also, 
if mom is pumping in your hospital, she should have a manual pump in her 
collection kit. For a mom who is breastfeeding, the manual pump is often 
a good choice to use after nursing. And it does not take away incentive 
or motivation like an electrical pump can do. For a mom who does not 
want to pump nor breastfeed for a NICU baby, she is often willing to use 
her manual pump a few times per day for 2-3 weeks.

Especially for all the clients you refer to WIC for a pump or those who 
get something "free". See what is happening in a week's time and then in 
a month's time. See if mom is bottle feeding or now successfully 
breastfeeding.

Then you can see if this approach works or does not work. I would also 
ask them if they have gone to WIC yet, did they get formula? And lastly, 
I would call the WIC PC or the site supervisor and ask if this approach 
is working to keep moms BF or are they just getting a pump and then 
bottle feeding and getting full formula? Is it easy or difficult to get 
the moms to return the loaned pumps?

If mom has a NICU baby, call the next week, and the next week for a 
month, and see how often she is pumping (don't ask how many times or how 
often, ask her to give you a list of when she pumped in a 24 hour day). 
If baby is on bottle feeds in the NICU, ask her if she has breastfed (at 
the breast) yet.

The only way to tell with your patients or clients is to do follow up. 
If your pump recommendation or referral system is creating successful 
breastfeeders, then great!
