Is that true? I thought the reason for diluting ordinary cows milk
and then boiling it (which is what mothers in the UK used to do) was
to change the nature of the protein and mineral content anyway.

Of course they are - water changes from area to area, either because
of natural reasons or because local water is treated in some way.
