You are describing a woman with an androgenous appearance. Androgens are
male hormones. Kathleen Huggins once commented to me that in their study,
Markers of Lactation Insufficiency, a study of 34 mothers (Current Issues in
Clinical Lactation 2000) the finding of androgenous body shape was more
common. The effects of hyperandrogenism on the female body are well-known,
and they can also affect breast development at various stages, including if
the fetal woman was exposed to high levels.
The herb I'd be tempted to try is saw palmetto, which seems to have hormone
balancing properties that help to control androgens and is also a little
known lactogogue and mammary gland stimulant. Anti-androgen medications may
be a possibility, but probably only if the fetus is a girl.
