I sent an email to the FDA regarding the difference between the WHO and the
Nestle instructions. (can't say this link really helped answer my
question...)

Dear Ms. Doak: The manufacturer's directions have been reviewed by the FDA.
Here is a link that will explain how infant formulas are
regulated: http://www.cfsan.fda.gov/~dms/inf-toc.html. You may choose to
follow either the WHO or Nestles directions.

Subject: Consumer Question submitted via CFSAN QA-ASK
Question:
I am confused. The World Health Organization states to prepare powdered
infant formula with water which is 158oF to kill any possible contamination
with enterobacter sakazakii.
Nestle states to prepare their new powdered infant formula with water that
is no hotter than 100oF, because water hotter than this will kill the live
bacteria.
What are we supposed to recommend?
Thank you.
Heather Doak
