Can anyone provide any evidence-based recommendations for initiating
breastfeeding immediately after delivery?

The WHO book ''Evidence for the ten steps'' gives a substantial bibliography for each of the ten steps to succesfull breastfeeding, including first feed within the hour and no other foods or beverages besides mother's milk. It may seem to be outdated, but I do not know of any more recent research to contradict the findings of these studies.
