The practice of medicine and nursing is detailed in each of the individual US states. Here in Indiana, a frenectomy would clearly fall into the scope of medicine, as even diagnosing pain is considered the practice of medicine. A nurse or any other individual would be charged for the illegal practice of medicine and could face potential jail time if s/he were to perform this procedure.
This would not be unlike an unlicensed midwife performing an episiotomy. We simply need to encourage our Nurse Midwives and/or Advance Practice Nurses with lactation specialties to incorporate this into their practice, of course along with educating physicians of its appropriate usefulness.
Respectfully,
Penny Lane RN, IBCLC
