the way you handled the situation I would think that mom will be back to see
you, or will want to anyway, ...and, the crying mom did was a good sign.
...you reassured her of all the things she is doing well in mothering her
baby, ....really one of the best parts of the LC job.
sometimes a mom is doing all the right things she has control of and still
not make enough milk,
ie, as you say: <<its possible that she doesnt have enough mammary
structure within the breast to produce enough.>>

so baby is hungry?, ...sns good idea along with your other suggestions
wondering: hx of fertility issues, or mom on any meds/bcps that may be an
additional factor?
