I believe that the "warning" labels are part of the new Food Allergen Labeling and Consumer Protection Act which took effect on January 1, 2006, here in the US.  The top eight allergens (milk, eggs, fish, crustacean shellfish, peanuts, tree nuts, wheat, and soy) must now be identified clearly on food labels.

Even though soy oil and soy lecithin (the sources of soy in Similac, for example) are *typically* not problems for those with soy allergies (the protein is the usual offender), the presence of soy must still be pointed out.  Only those products manufactured since January 1, 2006, will have these "warnings", so older products may be formulated exactly the same but were labeled under different requirements.  I hope I've not wandered too far off-topic in answering the Similac/soy question <g>.
