I would think the milk would be fine in a cooler with freezer packs.
When I worked at a hospital milk bank, we shipped frozen milk in coolers
packed with newspaper which is a wonderful insulating material. The frozen milk,
nested together in the center of crumbled newspaper inside a cooler stayed
frozen for overnight shipping.
Due to a latex allergy, I cannot eat in most restaurants, so when I travel,
I take frozen entrees to heat in the hotel microwave, and transport those in a
cooler with ice packs. They can stay frozen in the cooler for up to 3 days.
