I put 1/4 teaspoon of 97% isopropyl alcohol in 8 oz of water, in the front of my front-opening freezer. At 3 teaspoons per tablespoon and 2 tablespoons per ounce (why oh why haven't we gone metric yet???), that's a ratio of about 1 part per 200, or .5 percent. In the US, a level of .08 to .10 percent (.08 to .1 parts per hundred) is considered to be legally intoxicated. I could believe that .5 percent, which is at least 5 times that, is beyond lethal.

The water froze solid.
