This wasn't for a lactation program bag, but when I worked at a health
department, I wrote and received a breast cancer prevention education grant. I
found a supplier online of those hotel soaps, shampoos, etc and purchased nice
soaps, lotions, shampoo, conditioner, nail files, sewing kit, and added
educational brochures, a shower hanger to remind them about SBE, and added also a
pocket mirror and a folding fan. A local department store donated fragrance
samples. We purchased small cosmetic bags to put the items in and gave to the
ladies when they attended classes. They loved it. We all love to try new
fragrances and toiletries so it appealed to the feminine side of us busy women.

PS the folding fan was a hit for those of us who were experiencing "power
surges"!!
