Of course a mother should feel free to breastfeed anywhere, but what is 
wrong with having a list of NICE places to breastfeed? Why be restricted to 
nursing on a ferociously uncomfortable chair, assuming a chair's even 
available, in the hubbub of a busy public area, when there's a better option?

I don't have the impression this list is restrictive---I think it broadens 
one's options. If I have the choice of a comfortable chair in a clean, 
quiet, low-distraction spot, I'm pleased and so is my daughter. If I'm in a 
place I've never visited before, however, I'm unlikely to know about it, 
much less how to find it at the drop of a hat.

I find lists like this helpful while traveling, particularly with kids. 
Where to find a clean public restroom, where to find kid-friendly 
restaurants that serve healthy food, where to find a grocery, where to find 
a quiet spot in a public place---knowing this stuff beforehand helps travel 
go more smoothly.
