It does seem sad and misguided, however, INFANT's mission statement states:
"federal funding for the WIC
(Women, Infants and Children) Program had been curtailed, causing large numbers of
formula-dependent babies to become dangerously undernourished." "
Infant formula, though vital to the proper nourishment of non-breast-fed babies, is seldom
donated to food drives and is not regularly available at many food pantries."
So they are acknowledging that when the formula choice is made, a risk for malnourishment will exist among low income populations. That much is certainly true.
Unfortunately, the "layettes" containing pacifiers and bottles is given to pregnant women, which certainly is a misguided "gift". Some low-literacy Noodle Soup literature would be much more cost effective.
