Licensing and Board certification are two different things.
Using medical doctors as an example, we can obtain a medical license after
graduating from medical school. It just registers us with a particulat
state as having had the educational requirements met to obtain this license.
Most physicians then go on to a residency, and then a Board certification to
"prove" that you know what you need to know in the area of practice.
(Pediatrics...Internal Medicine...Neurology or whatever.) One does not
"need" the board certification to practice, per se, but most hospitals
require it for privileges.
WHy do we care about beign certified? Because it would help us to obtain
insurance reimbursement...especially from medicaid. In our state they have
told me they are not able to pay for services from any provider that is not
"licensed"...period. So our IBCLCs cannot be reimbursed.
So, yes, licensing has the potential to allow non-IBCLCs to become licensed
practictioners...if the particular state chooses not to require the IBCLC as
part of the licensing process.
Hope that helps-
