I just heard the very excellent Cathy Genna speak at the PPLC
conference in Philly, and I believe she said that if frenula are
clipped in infancy, they do not grow back, but if done later, they
are more likely to grow back. I hope I am reporting what she said
correctly, and I hope someone corrects me if I am not accurate here.
