			 Taken from Janet's post: 1635 (d) "Tissue bank" is any place, establishment, or institution that
			collects, processes, stores, or distributes tissue for transplantation into
			human beings.
	If this is the case, then the hospital should have a tissue bank license already since hospital's give blood transfusions and the blood is stored in the hospital lab.  

	Is labeling milk really the same as processessing?
