Actually, it seems that this is a very "USA" thing.... we can buy bulb
syringes here, but I've never seen a parent use one, in over 15 years of
midwifery (home-visiting  and hospital -based) practice. Yes, we
occasionally suction babies at birth, but with wall suction, not bulb. 
Parents in NZ use either saline, directly from the plastic ampule - a handy
dropper - or breast milk. It's warm,  sterile , full of white blood cells
etc - and it clears out that snot well. Mothers who can, i advise directly
squirting down the nose. The trick with the syringe and sucking on a finger
sounds great - will try next time!
Maori and Pacific Island paretns often suck the mucus out with their own
mouth..... not something i can usually bring myself to suggest, even though
it's just baby mucus!!
