Here's one source of goat's rue tincture:

If this mother was interested in/comfortable with herbal remedies, you
could point her toward the book, "The Nursing Mother's Herbal" by Sheila
Humphrey

Another good reference on herbals, with links to more:

LCs walk such a fine line between providing information and
prescribing. Mothers need to see galactogogues, not a magic bullet in
themselves, but as complementing the day-to-day strategy of steady
mother-baby contact and effective, frequent milk removal
I'm also trying to convey just that to a pregnant mother who had
ongoing supply problems with her first baby. (It's great that she's
preparing herself and getting information and making plans, but she
also has to be in-the-moment as the new situation unfolds with *this*
baby. There's that saying that generals are always prepared to fight
the previous war....)
I'm really looking forward to Diana West and Lisa Marasco's upcoming
book on milk supply issues -- we need all the tools we can get on this
topic.
