Gift bags aren't a violation of HIPPA unless the mothers name or info is
given to the formula company without her consent, or unless the rep is
allowed to make visits to the unit and is allowed to be in areas where
patients, or their information is accessable.  

But just to be given to mothers they do not violate HIPPA
