None of those points indicate no milk production, though.....mature
milk is 'white and thin' and some mothers simply don't experience
extra breast fullness at the start. However, it may well be the case
she is not producing enough, but not because she didn't go through
lactogenesis 2.

This means the baby is having 14 ounces of ABM a day, which is *a
lot* - enough to interfere quite a lot with what the baby is
stimulating at the breast. This in itself will be depressing milk
production.

Can she not give what she expresses to the baby?
Perhaps this mother will be helped by a careful observation of what
happens at the breast, to check if millk transfer can be improved.
Feeding 3-4 hourly is very infrequent for a breastfed baby of 12
days, so her feeding frequency needs to be majorly increased.
She has probably been a bit freaked out by the lack of breast
changes, if she associates this with milk production, and her
confidence will be low.
