I wonder several things in this case. First of all, dairy could be a
problem; however, given the mother's amount of stress, I wonder if an
elimination diet wouldn't be too stressful to undertake. However, I
also wonder if this isn't a problem to the mother because of her
current stress load and if in other circumstances she might just
consider that he is a happy baby who spits up a lot.
It kind of sounds to me like the mother is reaching out for MOTHERING.
She has just been physically displaced by the move just prior to
birth---she was not able to nest well in the place she was in if she
knew she had to move. And now she has been emotionally displaced too
in that she has to be the mother to a new child when she has found out
that her own mother who is far away is very very ill. (You said she
contacted an LLLL in Germany first, and I would guess, that is where
her mother is.)
Emotionally & physically integrating birth and mothering is especially
difficult when faced with a major life transitions (moving and the
illness of a your own mother) I would gently encourage the woman to
get the support of a therapist as well as any close by family and
friends. Encourage her to get mothering so that she can do the hard
work of mothering.
A good homeopath may also be of help as there are several remedies that
include milk intolerance (meaning cow's milk) with spitting
up/vomiting; this would be easier than and avoid the added stress of an
elimination diet.
